Computer Program for FBI May Need to be Scrapped

A $170 million computer program that was supposed to help the FBI change over from using paper is believed to me outdated already. The best part is that it was delivered last month. Apparently the FBI had no way of electonically filing reports to the Main Bureau office and agents were filling out paper reports then sending them in.

Although the FBI is trying to salvage what they can from the program in a trial. Mind you its only a small portion of the overall progrma that may work.

Why is this such a problem? Is there nothing out there that could do this for them? They have to have a totally new program? Don't the police have systems like this? I am so confused.
